Day Two of public participation on the ADP 2027/28 and Finance Bill 2026 saw Jomvu residents turn out to question the County's spending priorities.
Residents raised candid concerns on climate change, health, education and taxation. Ramadhan Juma (Mikindani) challenged the County's focus on tree planting for climate change. Mary Gona (Jomvu Kuu) decried the low development budget against a high recurrent budget and quality of some projects. Chairperson committee on Finance Budget and Appropriations Hon. Kibwana Swaleh agreed the wage bill remains high.
Boniface sought clarity on the missing Mikindani health facility, which the Chair said is slated for FY 2026/27. Mary Tindi flagged high childcare facilities levy and claiming double taxation, while Farid Shaffi (Kwa Shee) questioned the Ksh 18B recurrent vs Ksh 12B development split. The Chair cited financial constraints and said the ideal is 70% recurrent, 30% development.
Alfred Odhiambo called for better publicity of forums. Joseph Etali, a teacher, faulted the lack of ECDEs in the Mikindani plan and said Ksh 3,000 for hiring football grounds was too high. The Chair said advised residents to petition for ECDEs, assuring them the issue of the incomplete ECDE will be revisited.
Hassan Mbangwe from the Senator's office questioned the Ksh 500 garbage collection levy on water bills. The Chair noted the levy had passed without opposition and stressed that taxation is needed for services.
The Chair thanked CSOs, the Senator's office and residents for their frank views, assuring all submissions will be captured in the Committee's final report.
