County Assembly has approved an overdraft facility with Kenya Commercial Bank (KCB) Limited to guarantee timely and uninterrupted payment of salaries for County Government staff.

Introducing the Motion, Leader of Majority Party Hon. Athman Mwamwiri pointed to persistent cash flow challenges that have delayed the disbursement of budgeted salaries. He explained that the facility, amounting to Kshs. 758,224,395, will run for one year and is dedicated solely to meeting salary obligations for both the County Executive and the Assembly.

Hon. Mwamwiri emphasized that the measure is designed to bridge short term liquidity gaps, safeguard staff welfare and prevent disruption of essential County services. By endorsing the Motion, the Assembly acted within the provisions of Article 212 of the Constitution of Kenya, which empowers county governments to borrow with the approval of the County Assembly and the national government and Section 142 of the Public Finance Management Act, 2012, which regulates short term borrowing such as overdraft facilities to manage cash flow gaps. 

The decision also aligns with the County Public Finance Laws (Amendment) Act, 2025, reaffirming the Assembly’s constitutional mandate of financial oversight.
